In a new Circular issued by GAD department of JK Government has issued instructions to cut through Red Tapism in Civil Secretariat. The Commissioner Secretary have been asked to divide the work in such a way that the file reaches the Commissioner/Secretary passing through not more than three levels and the number of days granted to an officer for passing a file have also been fixed according to the Circular.
The circular has fixed similar deadline for Head of Departments. In case of Head of Departments, the file has to reach an HoD passing through not more than four levels. The Deputy Commissioners have asked not to have more than 3 levels of file processing while other district and block officer have been asked to complete the files with just 2 levels.
The order shall help in reducing the red Tapism and Governor of J&K in his recent press conferences has stressed that the bureaucracy in J&K needs to be activated to improve the disposal of files.
